exhaust pipe

I discovered a connection to the exhaust pipe (signaled in the image) very rusty. The boat is a B39CR 2005 with a volvo D2-55C. For what is it for? Should I change it?

It looks like the support bracket that is rusting . The exhaust itself is a rubber tube with spiral wound reinforcement. I would clean it up and make sure that the reinforcement is not poking out of the rubber tube. Geoff
