Saildrive shims question

Hi

1. I recently changed seals on an 150s and on an MS drive . I m pretty sure that when disassembling the 150 I didn’t find any shims . I remembering motoring the boat for 2 hours 1800rpm and was super smooth . Could the previous owner/technician skip them ? On the manual I think there are present , 2 pieces .
2. On the MS I think I hurt the shims a little like the picture , will be that an issue? I haven’t put lubricant yet so i can change them easy .

In the manual I see that the procedure of changing seals involves a lot of measurements and checks of clearance . Do you go through that procedure every time ? I just gently pull the shaft and gently put it back in .
