Title: 2003 36 fuel tank has leak from top hose that comes out and back in , at the fit

I do not know what the hose on the top of my fuel tank is. I have a 2003 36 that the little rubber around the hose on top.
How do I fix this? What is the purpose of this small hose ?

Engine, heater, sensor, tank trim. Please take a photo.

What are you trying to tell us because something seems to be missing from your second sentence?
