Yes, that is the shallow draft keel. The design (known as "Warwick) after the person who thought up the idea) is supposed to retain the windward performance of the deeper keel. It was very fashionable at the time, but has fallen out of favour. a member of our club bought a 30 with that keel  new in 2007 and still has it - very satisfied with the boat. I have had 2 shallow draft Bavarias, a 2001 37 and a 2015 33. The former was not very good - too shallow, but it was bought with a view to going through the French canals, but the latter, which I have just sold was very good. Difficult to say what sort of cruising speed you can expect as much depends on sails and then how hard you want to push the boat. They, like most Bavarias are family cruising boats and are capable of good passage times comparable with similar size cruising boats.

The interior should be dry as there are no obvious natural sources for water to enter the interior of the boat.. Can't comment on the heating system as it was a factory option and some dealers fitted stsrems locally. The usual is a hot air Eberpascher or Webasto in the lazarette as you have found with outlets in the aft cabin, saloon and heads, although there might also be an outlet in the forecabin.

The switch panel has individual switches for the 12v circuits with icons - the details are in the owners handbook. The outline of the boat just indicates which lighting circuits are on. all the other circuits should light up at the switch when on. The flashing light may well be indicating that the water tank is empty. Have a look in the Downloads section of the Help secrion and you will find a downloadable copy of the handbook and wiring diagram on the second page.

1.4m is the shallow draft tandem keel. The normal keel is 1.85m draft.

That's for the earlier 2006 boat, the later 2007 ones apparently have the (worse) electronical button panel instead of regular switches.

The two heater controls are either for two heaters, or for two separate fan radiators in a hydronic heating system. Look around. If there's big (8-10cm diameter) ducts going from the heater, it's an air system, if there's only small hoses it's a hydronic system.

Water in the stern area may be from a leak, often from the top rudder bearing (where the emergency tiller attaches on deck).

I have had both panels. The older type has "conventional" switches and fuses for each circuit and the later electronic type has just buttons with icons for each circuit. The fuses and relays that switch the circuits are on a circuit board probably behind one of the settees. Looks pretty daunting, but there is a very clear diagram in the handbook showing the location of each fuse. The older type is probably easier to trouble shoot and fix but to be honest never had a problem with the later type and once you have worked out what the icons mean is easy to operate.

No. They have, like just about every other modern boat, foam in both the hull above the waterline and deck layup, but not 2 skins with closed cell foam injected between the two like some Sadlers and Etaps.

1.5l an hour average. 2300rpm +/- should give 5.5 knots with standard 2 blade propeller. Yes, hot water from engine and for shorepower an immersion heater in the tank under the aft cabin bunk. should be a switch for it on the 240v panel, but check that it is plugged into the socket under the bunk.

Congratulations for your good decision.
Here some experiences with our Bav 30c from 2007.
"What kind of upwind performance could I expect with that keel? " With sails from 2007 and accurate sailing about 45° to the real wind, not more.
"What kind of cruising speed can one expect from this vessel under sail?" 6 knots are easily possible.
"Also what kind of issues should I be on the lookout for with the surveyor?": I'll send you our survey as a PM.

What else? With the 1.4m keel manoevring under engine with stronger wind could be an issue. Never had this problem with other boats for many  decades, but this Bav is different. Like a cork on the water. My wife wanted to sell it after 1 year again. Finally we invested in a 2 days harbour training with a professional tall ship captain. Problem solved. Better and cheaper than a bow thruster which shall not be effective in our boats.
