Can't suck air from fuel line-help please

Hi,
Volvo D1-30b with CAV fuel filter + on engine VP fuel filter.
Fuel tank is full.
After replacement of the 2 filters the black rubber suction pump above the engine fuel filter is getting stuck after only 2-3 pumps? almost no fuel get into both filters.
I did everything twice today - no luck.
Engine was working like a dream before the change of the fuel filters.
Can't start the engine and finish Winterizing GGGRRRRRR.
TIA for any advise.

Fuel tap is closed ?

Pump black button...
Is it possible to pull out it manually or is it totally stuck ?
Or is it stuck to upper position ?

If it is totally stuck to down position.
It look like same when tap is closed.

Try to open cav centre bolt or bottom screw.
(Or open engine VP filter)
Does it release the pump button ?

After 2-4 pumps it's getting stuck and rising back to normal after a few minutes and again 2-4 pumps and stuck again...
Never happened to me before.
As said I re installed both filters today thinking that I messed something up at first try but no change.
I took off the engine fuel filter housing with the pump on it too , when not installed pump is working normal.
For some reason fuel is not getting to the filters. Can't find why.

Try to open fuel line from tap ?.

Turn the engine over (just give the starter a quick blast). Some lift pumps will not work when the lever is depressed by the engine.

The only way I can get my fuel to come through from the CAV filter is to use a hand suction pump( http://www.ebay.co.uk/itm/Manual-Hand-Held-Brass-Suction-Bilge-Pump-Hand-Oil-Pump-/162001146027 ) with a clear piece of tubing terminating in a lengh of copper piping with same int dia as fuel pipe. Remove fuel pipe from your engine pump and draw fuel through ( you will see all the air purge through the clear tubing) quickly remove pipe and return  to original fitting.  Had the same problem as you but this system works well.

Problem solved!
Moodymike you'r the saver of the day...I put my Pela to the engine pump line and got a river of diesel to the filters and even the bad black button pump started to work again!
Engine running...Winterizing done...ALL is well :)
And I even learned a new trick today...
In 8 years of ownership I never had this problem ,I wonder why now?
Anyway many thanks to ALL of you!
